Jessica Post is the Executive Director of the Democratic Legislative Campaign Committee. Guided by its mission to elect Democrats to state legislatures and establish Democratic majorities in chambers across the country, the Democratic Legislative Campaign Committee (DLCC) follows a 50-state strategy that allows Democrats to aggressively pursue victories in state capitols. The DLCC builds Democratic legislative infrastructure and grows winning, state-of-the-art campaign committees in all 50 states by providing campaign services through its partnerships with legislative leaders, professional staff, and supporters. The committee strategically targets resources each cycle to win legislative seats and impact Democratic majority status in legislative chambers.

Jessica rejoined DLCC after serving as Senior Director of FOCUS 2020, the EMILY’s List initiative to elect more pro-choice Democratic women to key state legislatures. Previously, Jessica served as EMILY’s List Political Advisor for the Midwest, recruiting candidates for the U.S. Senate, U.S. House, and governor and advising top federal races on strategic key decisions.

Before she joined EMILY’s List, Jessica served as National Field Director and Political Director at the DLCC, where she counseled state legislative leaders and their staff on running efficient, data-driven caucus campaigns. During her tenure, she pioneered the Grassroots Victory Program, an intensive field training and staff placement program that ensured state legislative candidates across the country ran modern field efforts.

Before joining the DLCC in 2010, Jessica was the Statewide Field Director for the Minnesota Coordinated Campaign for Senator Al Franken and the DFL ticket. She is a graduate of Truman State University, and she began her career managing a state legislative race in Missouri.


Note: Jessica also sits on the Board of the National Democratic Redistricting Committee (NDRC), led by former Attorney General Eric Holder, which brings together the entire progressive community at one table to fight back against Republican gerrymandering.

Advantage 2020 manifests the DLCC’s long-term commitment to positioning Democrats for success in the post-2020 redistricting process.

This project executes a multi-cycle strategy through state-specific plans to win state legislative majorities in targeted chambers. Through data-driven analysis and careful planning, Advantage 2020 is strengthening Democrats’ capacity to prevent Republican gerrymanders across the country for the decade to come.


Redistricting

In 2012, Democratic congressional candidates won nearly a million and a half more votes than Republicans, 
yet Republicans won more seats in the U.S. House.

This happened because Republican-majority legislatures drew hundreds of our nation’s congressional districts in 2011, and they used that power to tilt the playing field in favor of GOP candidates in grotesquely-gerrymandered districts like Pennsylvania’s 7th congressional seat (above).

The impact was even worse at the state level, where Republican legislators drew their own districts to minimize minority voters’ influence and shield themselves from accountability.

In all, state legislatures draw more than three-quarters of America’s congressional districts. Dozens more districts are drawn by commissions in states where right-wing legislators have a history of seeking to undermine commissioners’ work or even abolish the commissions entirely.

Winning Democratic majorities in these states is the only sure way to prevent GOP gerrymandering from ever again deciding the outcome of a national election.

Through Advantage 2020, the DLCC is taking a multi-cycle strategic approach in a number of states like Florida, Georgia, Michigan, North Carolina, Ohio, Pennsylvania and Wisconsin, where increasing Democratic representation ahead of post-2020 redistricting is crucial.

Senators Barbara Mikulski and Nancy Kassebaum wanted to wear pants. But unlike their male colleagues, they didn’t have that freedom in the workplace. Female senators had two choices: skirts or dresses, no exceptions. Then one day, Barbara and Nancy strode onto the Senate floor and brought that barrier crashing down.

You’d be forgiven for thinking this is a story from the early days of the suffragette movement or a black-and-white newsreel. It was 1993.

It took another 20 years for women to be able to serve in combat roles in the military. And to this day, no woman has ever served in our nation’s highest office.

Put simply, the fight for women’s equality is far from settled. That’s why today, on Women’s Equality Day (August 26, 2017), we not only celebrate the progress we’ve made, we also recommit ourselves to defending that progress and taking on the battles not yet won. … “

Jessica formerly served as the Executive Director at EMILY’s List, where she managed the senior leadership team in pursuit of strategic, programmatic, financial and operational goals to help elect pro-choice, Democratic women throughout the country.



O’Connell joined EMILY's List from the Center for American Progress, where was a senior vice president and the chief of staff. O'Connell helped lead day-to-day operations for the influential, progressive think tank. She came to CAP from the U.S. Global Leadership Coalition. As the national field director, she organized influential statewide networks of more than 400 nongovernmental organizations, academic institutions, Fortune 500 companies, and think tanks on international affairs, budget issues, and global engagement.

From 2007-2008, O’Connell served on the senior team for Hillary Clinton for President, as the national director of operations. She led staffing and infrastructure to help the campaign run nationwide and managed daily operations at the headquarters. For over a decade, O’Connell has worked to elect U.S. federal and statewide political candidates throughout the country — directly on the campaign trail and off...

In 2009, O’Connell founded Youth Trek, a non-profit organization in Washington, D.C., that works to promote the character development and self-discovery of underserved girls through travel experiences and access to women leaders throughout the country.

Jess has an M.B.A. from the University of Denver, Daniels College of Business and a B.A. from the University of Colorado, Boulder. She is originally from Arizona, adopted Colorado for a decade, and now lives with her partner in Washington, D.C.
