That’s why we need
an economy where all Americans—whether with a four-year degree or
not—have access to opportunity and prosperity.

Hillary’s plan
looks to expand opportunity so more people can learn a skill or
practice a trade and make a good living without needing a four-year
college degree.
FIVE
First, Hillary will
give businesses that create apprenticeships—on-the-job training
programs where you get paid to learn valuable skills—a $1,500 tax
credit.
SIX
Why? Because they’ve
been shown to increase average earnings by $6,595, and they help
create more opportunities for upward mobility in the workplace.
SEVEN
Second, Hillary will
offer tuition-free community college.
EIGHT
Why? Because
high-quality community college education can open up access to
good-paying jobs and pay raises—the return on an associate’s
degree can be up to 15 percent.
